The Talamh Dairian diplomat stood up so he could get a better view of the other nations. He straightened his tie, clearing his throat before he spoke.
"Bonjour."
- he looked around once again at the nations, nodding toward the Cubonian "host". He then began to speak completely in French, "Thank you. May I just be the first to say thanks to the Cubonian government for getting the ball rolling on this. Talamh Dair has always been a strong supporter in international community and friendliness - especially between Democratic, Western nations - the thanks of course goes mostly to Cubonia for actually setting this up." - he cracked a smile, which was followed by a stifle chuckle - "But on a serious note, our country is all for us this. We of course have some reservations about diving in head first."
He cleared his throat once again before he continued to speak, "Our main concern is how this alliance will work. Now we all know that getting into constant wars isn't a very.. healthy thing to do for a nation, and even though there is aggression happening regionally, we want to know; will there be a plan to dissolve conflicts? Or will we - god forbid - follow a policy of imperialism? As I'm sure you all know, Talamh Dair has a strong stance in the opposition of imperialism and "aggressive expansive" for lack of a better term. Our second concern is; will this be controlled like a monarch rather than a council of nations? We'd hope not - the main points what we're trying to bring up is that, from a Talamh Dair viewpoint, the alliance should be one that promotes mutual defense, unity and peace. Thank you once again for this opportunity to speak."
- he gave another nod to his fellow delegates around the room, before taking a seat once more - obviously eager to hear a response.

As the Talamh Dairian representative sat down, Franquebec's Foreign Affairs minister began to speak in French as well.
He acknowledges both Talamh Dair and Cubonia before relaying his thoughts. "In the effort to maintain democracy for this international assembly..." he begins, "... we suggest that the Western Economic and Strategic Treaty assembly be represented by an elected Secretary General. The Secretary General would be appointed as candidates are put forth by member nations of their own citizenship, and member nations choose to support a candidate." He takes a minute to catch his thoughts, before continuing. "The Secretary General will be responsible as WEST's top consultant, will act as the speaker for a potential parliamentary style decision-making process, and as the chief for any subordinate organizations under WEST."
"Finally, we suggest that member nations be represented by permanent WEST delegates of which member nations are responsible to appoint. A delegate can hold the position until retirement unless the state chooses to replace him or the delegate chooses to resign. We suggest the delegate cannot be forced to resign unless convicted of a violent crime in the current host's nation, and a delegate cannot represent their nation if being investigated for international crimes under the G20."
As he finishes his statement, he reaches for a glass of water before awaiting a response.
