Formation of the League of Central Allied Powers February 16th, 1980 Québec, Franquébec
Prior to the invasion of EZIC, Franquebec, Praxith, and Talamh Dair alike already had terrific relations, having united together against a greater cause by forming the Trudeau Coalition. It was during the invasion that those nations had cooperated to eliminating a terrorist threat which provoked international stability. It is clear that these nations established a strong economic and strategic foothold, and today, will further these fundamental elements by establishing a permanent military alliance. The League of Central Allied Powers, abbreviated to LCAP, is an international organization built around the relationships between the three countries who've answered the call to arms, and will continue to stand against and deter future adversaries.
Praxith and Talamh Dair delegates are invited to meet at the capital of Franquébec at the Metro Québec Union Center, where they will discuss the parameters regarding the founding of LCAP. To accommodate the delegation, a heightened level of security will be established. Provincial and metropolitan police forces will be deployed to guard the airport of which the delegates are arriving, roads surrounding the MQUC, and the designated protest area. The Royal Franquebecois Army will be deployed within the Metro Québec Union Center, as well as the airport. Delegates will be allowed to bring a dozen or so soldiers of their Special Forces branch, and an armored convoy offered by Franquebec will bring them to the MQUC.
Invitations were extended to Cubonia and Walff as observing states. They will be allowed to participate in discussion, but overall, will not be allowed to join LCAP, and will only participate in discussions after the participating members declare doors open to observing delegates.
The agenda for the formation of LCAP contains:
- The role of LCAP,
- Trade between member nations,
- and a permanent military alliance.

While the Minister of Foreign Affairs occupies himself in Cubonia, the Governor General and Incumbent Prime Minister Davide Jeanstine managed to host the formation before the upcoming elections. With him, the Minister of National Defence Harjitte Sajjane and Minister of Finance Luc Morneau. They all sit adjacent to each other, papers and pens at the ready. The Governor General wears a black suit with a blue undershirt, with a red tie signifying his parties' colours. The Minister of National Defence wears similar attire, except with a blue tie and military awards signifying his service. Finally, the Minister of Finance wears the same attire as the Governor General. Each delegate has the Fleur de Lisé pin on the left of their suit.

Because of the diplomatic talks that were already taking place in Cubonia, the Pesident of Talamh Dair herself, Rosheen Kelly decided to attend the Franquebec-hosted talks. With her was one guest (plus the Army Rangers working behind the scenes and the Secret Service agents flanking her from both sides) - the Commander of the Land Forces Lieutenant General Diarmaid Ó Loingsigh. The president herself wore a black suit, had blonde hair and seemed to be in her mid forties. The Lieutenant General on the other hand was around twenty years older and wore his uniform proudly - which had a display of medals across the breast; the two masterminds behind the Talamh Dair front of the Ezic invasion.

As previously stated, invitations to join LCAP were only extended to Praxith and Talamh Dair and Franquebec. Invitations to view and discuss the treaty were only extended to Cubonia and Walff, who will only be able to enter treaty discussion after the leaders extend it to viewing phase. Your request to be involved in the formation of the League of Central Allied Powers is denied.

Franquebecois Ministers
After the arrival of the Praxithian delegates, the Minister of Finance and the Minister of National Defence announce their support along with Praxith for a three-way alliance between themselves, Praxith, and Talamh Dair. After prudently discussing among themselves, they push President Kelly to offer her thoughts on a military alliance. The Minister of Finance urges the entire delegation for their thoughts on an economic union involving free-trade, and the potential integration of the Universal Franc, which will be discussed when the floor is opened to Walff and Cubonia. Finally, they note that the role of the LCAP will be to preserve security domestically as a deterrent from foreign aggression, to aid establish international peace through the cooperation of LCAP nations in international conflict, and to develop every nation's economy by establishing an economic union of all three nations.

The Cubonian Delegate sat hunched forward as the procession continued, hands etched together with his head resting forward, remaining silent so far as he listened to each point being thrown across. He wore the classic black suit that most Cubonian Diplomats wore, however instead of the black and red shoulder cord he wore a white and red one, signifying his status as a commoner. He held the classic Cubonian traits, the dark black hair with bright blue eyes that seemed to scan the room and watch each member talk, expression unchanging. He had the look of a middle aged man, his hair beginning to hold some streaks of gray from the age.
At the mention of the UniFranc he seemed to perk up a bit, steadying his thoughts as to what he would say in response to the discussion.

The President rolled her eyes at the Cubonians dramatization of the situation at hand, beginning to speak in a tone that could be described as irritated.
"If you're going to completely discard an idea, I ask that you have the courtesy to provide an alternative. Peacekeepers would be the best thing to keep the peace right now - and that's all we want - peace. There needs to be an outside power trying to defuse this crisis before it goes off like a bomb, destroying everything in it's path. Once again, I endorse an international peacekeeper force."

From the back of the room the observant Walff diplomats are roused by the mention of the UniFrank.
"Oh yes, hmmm. The Empire of Walff will gladly make large loans to help facilitate the conversion to the Universal Frank, please contact our Ministry of Finance or Central Banking Headquarters."
The rather large and round diplomat begins his way around the room handing out business cards to each table. They read:

The Cubonian diplomat frowned at the talk of currency conversion, "The best way to advance your own economies is by promoting your own dollar through exports and an expanded private sector. Cubonia personally will not change to the UniFranc and we advise that our fellow nations don't as well." he spoke staunchly. "The UniFranc doesn't even compete as well when put by Cubonian, Khartum or Frankish dollars, which would potentially ruin your investment into this dollar from the poor exchange rate."
