Invited States Talamh Dair, Host Franquebec Istanvania/Iranistania The Khartumian Empire Gladitoria The Frankish Republics Republic of Chernovrosk Slav Fighters Observer States CuboniaFollowing the dissolution of the dictatorship in Chernovrosk, the dubbed Coalition reach a standstill - with no particular agreement being made on how to handle the post-war situation. President Rosheen Kelly hosts The Ayuinid Convention, in the cornerstone of a metropolis of which the Convention is named after. Dignitaries from the CCTO and WEST alike, with the notable exception of Walff, a controversial decision enacted by Ms. Kelly, are invited to discuss how exactly they wish to stabilize the weakened nation, in the Ayuinid Metropolitan Convention Centre. Diplomatic envoys are invited to bring a maximum of six escorts, while local police and a small force of the Talamh Dairian Army guard key regions, including the Convention Centre, and a designated protest area within walking distance of the AMCC. Protesters clash between a leading pro-WEST sentiment, agreeing that WEST should get their way in the discussions, with a smaller group of pro-CCTO members believing that key factors invoke the CCTO's natural role in how Chernovrosk should be handled. Media were only allowed within the lobby of the AMCC, where the actual conference room will be limited to foreign dignitaries and their escorts. Now marks a great moment in the future of Chernovrosk, and a key decision in what the devastated country may amount to.

Three large, black cars rolled up in front of the Ayuinid Metropolitan Convention Center. They were massive luxury cars, with the classic sweeping fender lines a reminder of the coach work of the 1930s, yet still clearly these vehicles were modern in their interior and their material, the telltale signs of bulletproof glass clear to a close observer on the tinted windows. Stopping in front, the doors of the two cars in front and in rear swung open simultaneously, as two tall guards emerged each, in slim fitting elegant black suits and red velvet fezzes from the darker red velvet interiors. They took positions on all sides of the larger center vehicle, folding their hands together in front of them, before one stepped outwards to open the rear suicide doors of the car.
Subotai Iyunis Erbakan was a tall man, taller still for the an Eastern Turk. His complexion and angular features upon a long face, decorated with a thick but tightly trimmed mustache and beard that trailed down to a point gave him the appearance of a trope asian Kung-fu master in western media, but his dossier revealed a more complex man.
Those recognizing him could immediately identify him as the Imperial Minister of Defense, and thus also in control of both the nations armed forces and the gendarmes, one of the few men in his position who did not have the assistance of a prominent family to reach his rank in the Sublime Porte - his brutal tactics in the Sindhi Emirate as the local Colonel of the Imperial Gendarmes effectively crushed the Sindhi Buddhist radical insurgency.
Dressed in a grey suit and a black tie, feet clad in polished black dress slippers and his bald head surmounted by a red fez, he took one look around the complex and gave a small chuckle at the demonstration, before signaling his guards and walking towards the entrance.
"Negotiation status is green so far, 'Small-eyes' is in the building, 'Sivas'," said one of the guards in his own native Western Arabic Dialect into his communications piece.
"Don't call it a bloody negotiation, 'Himaar'," said a voice from his ear piece. "It's not a negotiation until there's two alliances sitting at that table, not one and three quarters. It's a meeting."

Pavel can be seen being shuttled in by a battleworn helicopter at the airport in Talamh Dair, he would greet the country's leader with a smile, grime on his hands and combat fatigues. A crew of guards and support workers would join him shortly after the greeting. He would get into a car provided to him, heading towards the convention center. AS they arrived, they would go through the regular festivities and formalities. When it came Pavel's turn to present, he would place an old slide projector on the table for all to see. He would then have the lights dim and the projector turned on , " Alright my friends, we all have a lot of work to do, as you can see, I have thousands of wounded soldiers from under Vasili and myself. I also need temporary shelters and food supplies brought in, especially in cities, we've already had a cholera outbreak in Strotvisk." With this he flips to another picture, of which it shows more bombed out buildings," We need a lot of construction workers, we need to rebuild the plumbing systems and get electricity running again." He then flips to a slide showing pictures of fighting soldiers," We also are still facing resistance, not all of Vassili's men have given up yet, there are still 3 occupied cities, all of which are still at full operating capacity, citizens, soldiers, guns, artillery, the works. I've been trying my best to sneak in or assault them, but It's only been a failure so far. We don't have the resources to fight tanks or rocket trucks." " We've been trying to figure out how long we have to wait before they run out of food, but I've got reports saying that they send out scavenging parties and have managed to keep from going hungry." Finally, he would flip to his last slide, it would be a list of Chernovrosk's goals.

"Have we settled in yet?" asks Prime Minister Toutont, wearing fashionable designs native to Franquebec. "Let's get started..." his voice trails off as he talks to the Minister of National Defence to his right, who then begins speaking.
"Pavel, it seems your concern rests with the elimination of the remnants of what was Vasili's army. I trust that, in all due time, they will be effectively destroyed - hardly a threat. That brings me to my next point, Vasili rests in your custody. Franquebec and Talamh Dair were the first in the call to arms from our ally Istanvania and the people of Slav Fighters. The first that realized Vasili was becoming not only a barbaric warmonger, but a genocidal dictator on the brink of destruction. It was the people of Istanvania and Slav Fighters having their land ravaged and innocents killed, and truthfully, it's only honourable to hand him over to the very states that were attacked and retaliated." he finishes, allowing the Prime Minister to take over.
"When Vasili is rightfully punished, I trust it will bring stability to the newly founded Republic of Chernovrosk. When he falls, your people will strive to build anew - and it is something that, on the behalf of WEST, we all want. Cooperation with the CCTO is feasible, and we share a common goal, to bring Chernovrosk back on its feet. First are foremost, it begins with a matter of domestic security. We believe, in coordination with your forces and the CCTO, peacekeepers must be deployed around key regions in Chernovrosk. I am willing to establish a moderate peacekeeper team, but of course, there is a thin line between a peacekeeping operation and foreign occupation - and I trust your authority, Pavel, if you believe it to be best."
"Rebuilding?" begins Minister of Finance and the Treasury Bill Morneau. "Well, we've already established aid camps - both WEST and the CCTO. There's definitely room for expanding upon that. William?" Minister of Foreign Affairs William Dupont steps in, elaborating on Franquebec's involvement for war reparations. "We are able to spend a considerable 500 million dollars on foreign aid. That's a very rough number, and administration back home will be able to narrow it down. Overall, it's feasible for Franquebec, and the combined aid from our partners and allies will become a huge factor in rebuilding Chernovrosk."
The Prime Minister evades discussion on integration with WEST, and instead allows the next dignitary to speak.

..being quiet for the majority of the starting of the meeting, the President began to speak up.
"First and foremost, a congratulations are in order for Mister Pavel. He led his people against a truly terrifying menace; his government. It's reminiscent to the start of Talamh Dair's modern history."
--she waved a hand as she finished speaking, before clearing her throat.
"In other news, we wish to continue our military support against the old regime of Chernovrosk, and if you authorize it, Mister Pavel, you'll have the full support of our men on the ground in Chernovrosk. And that includes their weapons, but you must first let us know what we are dealing with. Do you have troop numbers, etcetera? In other news, I must agree with Morneau that, as the war carries on, so does the need for foreign aid. Talamh Dair could roughly pledge around 250 million dollars, around half of what Franquebec is proposing. And I must also agree with the Prime Minister, it would be best to hand him over to the Ivanstanians, as they took most of the brunt of the dictators brutality, with thousands of their citizens being murdered just at the start - their intention. Now.."

The document was Walff's recount in what happened in the North.
-the President allowed them to read it, before resuming to speak.
"You may think, "well, that is all good".. well, it is not. The simple fact is, is that the invasion was borderline illegal. Not only did Walff fail to actually declare war before they invaded, they were hosting peacetalks between the two warring nations on their aircraft carrier. It was totally unjustified, and did nothing to bring the conflict to an end, and infact, almost furthered it in a world war, only with nature stopping a full-on invasion of the Walff homeland. There is also the fact that their account of the situation is biased, so keep that in mind. I've brought this to light today with some nations participating in CCTO, because we feel that Walff has brought a divide between our nations, and yours."
as she said this, she gestured toward the Prime Minister of Franquebec
"In news related to Chernovrosk, we are willing to pledge another one thousand men to participate in peacekeeping operations and would like to be a close ally as Mister Pavel rebuilds his Republic into his modernized image."

The Cubonian General and diplomat watched the exchange attentively. The General himself was non other then Philippe Petain, the current General in charge of the 5th Army which had been mobilized in response to the Walff Security measures earlier in the year. Petain himself was a man of classic Cubonian looks, and had a bushy but well trimmed grey mustache which adorned his face. He looked to be a man in his late forties to early fifties, and his uniform was decorated with medal and ribbons along with a black and red cord which signified his status as a Nobleman. To his right sat another man, who wore a black suit, and on his ride collar the Cubonian Diplomatic Corps flag was pinned.
The General watched each exchange with curiosity, waiting to see how each country would introduce themself. The man to his right was rapidly jotting down notes, occasionally looking up at the procession. As the Franquebec finished his own speech, the Cubonian General gave him a nod of approval, which would only be seen by the PM, or those close to him. He frowned slightly as the Talamh speaker began to include the Walff conflict which had obscured headlines earlier in the year, seemingly to somewhat disapprove of her sudden variation in topic with a look of annoyance flashing across his eyes as he skimmed through the papers handed to him. The diplomat leaned into his ear saying something, causing both men to chuckle.
Petain stood, speaking for the first time, "Cubonia is willing to offer itself as the host of the trial for the dictator, as we are a neutral party who had no involvement in this conflict, which would allow us to keep international politics from interfering. However of course, this is up to the delegates." before sitting back down, letting the other parties speak....

Minister Erbakan, who had remained silent for most of the meeting, his hands folded just above his red fez, which he had removed, nodded slowly as Prime Minister Rosheen Kelly made her first remarks.
"Prime Minister Toutont, Prime Minister Kelly, honored ministers and officials, forgive me if I must briefly respond to some of the remarks made earlier in this session."
He paused, unfolding a black, leather bound book, before continuing. "The members of the CCTO declared war on Vasili's Chernovrosk separately, yes, because our founding charter does not provide for us to work together offensively. Out of mutual concern for the economic well being of the Central Corvusian state of Istanvania, we all felt compelled to intervene. However, as we shared the same motivation, we formed the Joint Combined Task Force, to conduct Operation Winter Storm. All powers involved in the Joint Combined Task Force, which incidentally was composed entirely of members of the CCTO, shared command and operated as a single unit."
The minister paused, for emphasis. "Now, where am I getting at with this?"
"Cooperation between the CCTO or the JCTF and WEST are not possible if WEST continues to refuse to negotiate with its entirety. Due to the simple structure of how we operate, to exclude Walff is to block negotiations, as we cannot operate without mutual consensus. I am here alone as a representative of the Empire and not the CCTO nor the JCTF, and we've chose to attend because we believe that to not attend simply because a member is being excluded on unrelated charges is, frankly, an absurd method of perpetuating the tensions created by previous statements made by officials from WEST and from its member states attacking the entirety of the organization and the state I represent in particular, as our nations believe in efficiency and would like to remedy the situation in Chernovrosk as quickly and effectively as possible as soon as WEST is willing to negotiate with the CCTO in a civil manner. This divide you are talking about can only be perpetuated if you continue to use it to justify your attitude to attack the whole of our alliance. While the behavior of Walff can be judged, and, for the purposes of politics this is off the record, our ruling officials do believe they were largely at fault, as we have offered, despite the lack of response, to demand they pay reparations, their crimes do not make them exempt from standard political procedures."
"In regards to the situation in Chernovrosk, the Khartumian Empire individually is more than capable of investing an initial sum of one billion dollars, raised further through forward sums raised by the Imperial Bank of Khartum to another additional seven hundred and fifty million on national credit, all of which will be surmounted by the Empire. International Red Star Federation volunteers can be tasked in the reconstruction of infrastructure damaged during the war, and I believe that we can easily remedy the cholera outbreaks by simply positioning the IRSF within the afflicted cities, where we could erect distribution centers for necessities provided directly by both involved states and independent donors, as well as distribute water purification tablets and administer healthcare."
"As for the forces still holding out, the JCTF has managed to position troops as far east of the border as the capital, and we can easily move them and cooperate with local rebel forces to quickly stamp out this threat. Our forces have already assisted in cleaning up the areas they have stationed in, so this doesn't stray very far from the current objectives of our operation, and I can assume that the JCTF, once gathered, would quickly agree to organize direct cooperation with the new regime."
"As for Cubonia's offer to host the trial, my nation has no objection to where it may be held, as we assume any trial would demand a military tribunal summoned from all states. Cubonian moderation as a neutral power might be best as to ensure that procedures go ahead within the bounds of international law and not emotionally charged, though I do believe most precedents would have him hanged regardless."

Rommel Hanlin Commander and Leader of the Slav Figthersans The man sits quietly at his table, listening to each speaker with great attention. He'd write notes down occasionally and nod his head every so often. After Vizier Al-Jaysh Subotai Iyunis Erbakan, Rommel Hanlin would stand up and adjust his tie. He'd pick up his papers and be silent for almost a full minute, carefully thinking over what he is going to say. "Leaders of the World. All this time Slav Figthersans has stayed isolated in World Politics. We wish to change that." He'd pause and look down at his paper for a moment. "So as our first act on the World Stage...we are willing to take 72'000 refugees into our country and grant 30'000 permanent residence." He'd pause yet again and swallow before looking back up. "For this...Slav Figthersans want all Border Towns currently under it's control. We see that since a majority of these people are in fact Slav Figthersans. We'd like to integrate them into our community. Also on this note, the 30'000 Permanent Residence have ties to Slav Figthersans and we can easily place them into these communities with no culture backlash." He'd turn his paper over and tap his fingers on the desk. "We hope these actions will put us forward and recognized as a community willing to work with the international community. Thank you." He'd sit down and lay back into his seat.

Pavel sits up in his chair, his dog tags jangling, he'd clap his hand together enthusiastically. "Yes, yes my friends Chernovrosk thanks you, but I insist half of the aid goes to Istanvania. I cannot apologize for Vasili's actions, but he certainly will. I will hand him over to Istanvania. " I will not be joining Chernovrosk to either faction until her repairs are complete so as to avoid conflict." "I greatly appreciate all of you, I'll give you the same esteem as family, expect gifts to each of you." Pavel would stand up, gathering himself. I have been far from the front too long already,I'll leave my assistant Lesnitsky to finish any further details.
Edit:
Lesnitsky, an older looking man dressed in clothes as informal Pavel's would simply tell the Slav Fighter sans, "No, we are not here to discuss borders and they will not be changing any time soon."

The President began to speak once again, offering an apologetic smile toward her guests.
"My apologies, I shouldn't have brought up Walff, but I felt I needed to justify why they weren't allowed to attend. I agree with the Kharatiums on the fact that we should be negotiating with Walff and the entirety of CCTO, but the fact is is our major distrust for them runs deep, and they haven't made any attempt to fix that; not even offer an apology. But in other news.."
she waved with a hand,
"Borders should not change, under any circumstance."

He nods at President Kelly, before adding onto her words.
"We came here to discuss ending this war, not who gets what." affirms the Prime Minister. "Such a demand is out of bounds, mister Hanlin. But... while we're on the topic, and it should be obvious, occupied territory returns to everyone's respective countries." he finishes. "Let's not stray away from the discussion at hand."
"I'm glad most of us... who have a responsibility to do so, have pledged continuing or furthering foreign aid to Chernovrosk. It is fair to say Istanvania and the Slav Figthers are exempt. We have yet to hear from the Frankish Republics and Gladitoria for a pledge. Otherwise, it seems we can square this off the list. Our next issue is installing the new government." he finishes, collecting his thoughts.
"We propose the following. By definition, Chernovrosk will now be known as the Republic of Chernovrosk, and, follow the system of a constitutional, federal republic, or a parliamentary democracy. The constitution should emphasize on key points including freedom of speech, assembly, equality, the right to run a business under reasonable regulations, and the authorities of the government. While this is not an extensive list, I believe it contains many of the fundamental rights democracies around the world have within their government. I suggest the formation of a committee to approve a new constitution, and when it is formed, the people will vote for their representatives. Is everyone in agreement?"

There is a brief moment of silence, before the Prime Minister speaks again. "Well, I feel it's time to wrap this up. I'll now numerate the key points of this convention." says the prime minister. "Assuming nobody disagrees, the following will be in effect." - Territory of Istanvania, The Slav Figthers, and Chernovrosk will return to their establishment prior to invasion.
- We strongly recommend nations involved in the war to send war reparations out of their foreign affairs expenditure to Chernovrosk, Istanvania and The Slav Figthers on their own time.
- Foreign aid workers within Chernovrosk will be allowed to stay for 1 year. When the year is over, a committee will decide if aid workers are still necessary or not.
- Finally, Chernovrosk will write a consitution, and I ask Pavel to choose for his people what kind of democracy they choose to be. The constitution must incorporate what the world generally considers essential human rights. Of those human rights, we ask Chernovrosk focuses on equality of all, freedom of thought, freedom of expression, peaceful assembly, education, and health.

World leaders, assuming no protest, agree on a final draft of the Ayuinid Convention. Delegates leave the AMCC and board their flights back home, while Chernovrosk has yet to decide what democracy they will be.
The Ayuinid Convention Drafted by: Talamh Dair, Franquebec, Istanvania, Iranistania, Khartumian Empire, Gladitoria, The Frankish Republics, Chernovrosk, and The Slav Figthers
The April of 1983, the Ayuinid Convention officially ends The Red War. After long and bloody fighting against what once was the communist state of Chernovrosk, democracy and freedom has been installed within the nation. This convention decides the future of Chernovrosk, and how stability will be returned to the region. The signatories have decided, assuming no protest...
- Istanvanian, Figtherian, and Chernovroski territorial boundaries will return to what they were prior to the war.
- Nations involved in the war will be strongly encouraged to provide reparations to Istanvania, The Slav Figthers, and Chernovrosk. Necessity of reparations, in whatever form, will be reviewed on January 1st, 1984, and if they are no longer deemed necessary, nations will be welcome to retract their support.
- Chernovrosk will be required to write a constitution under the supervision of the coalition against Chernovrosk, and the constitution must grant civil liberties for the people of Chernovrosk, ensuring the human rights violations committed under the communist regime will not happen again. Chernovrosk will be required to form a new, capitalist, democratic government of the people's choosing. Nations will be expected to recognize the new Chernovroski government, assuming it is democratic and capitalist.
- Foreign troops will be expected to retract their forces from Chernovrosk by January 1st, 1984, assuming circumstances don't change.
This marks the end of The Red War.
