A proclamation is written and signed by the Minister of the Interior. It talks of evacuation plans, the cessation of contact between Franquébécois and Corvusians, and a broad description of the current affairs on the southern border. In any case, a certain passage could not be overlooked.
"Gone are the days of foreign kings oppressing the rights which are today upheld by the law of the King and his Council. The King refuses to bow down to the Corvusians."
The words are seemingly attributed to the demands to stand down and retract the embargo. Copies of the document are printed and distributed in many towns and cities, in hopes of installing an anti-Corvus sentiment to justify action. Many on the southern border who fear of invasion have their fears amplified by the document, and communication between the people of Franquébec and the Empire have been blocked by the king, and any such communication has been deemed illegal, unless of course, it's the government.
A telegram is sent in response to the emperor, containing a negative reply.
"While we will be remembered staunchly defending our land, your fragmented empire will go down as poor conductors of diplomacy and as an aggressor. If you have anything of worth to discuss, it will be done so by telegram. No one should feel safe face-to-face with you."
Reserves are being called upon to defend the border with Anjou as the front-line extends, leaving Franquébec's army more dispersed.

The Emperor of Corvis replies to the telegram stating "Unfortunately you are the ones refusing diplomacy in this situation. If you refuse to allow any diplomatic talks between our two nations, then the blood that comes next will be on your hands." The emperor makes and official statement to the world "I have tried to make diplomacy between our two nations, but we were refused by the king of Franquebec. Instead, he decides to contest a legal document signed by the kingdom of Tourraine and make backroom deals with foreign countries against us. They insult our customs and our people. We will not stand for this." Corvis reciprocates an embargo on all goods from Franquebec. More and more troops are heading towards the border to reinforce the mountain regions.
Suddenly, the small rebellion begins to grow as sudden shipments of guns arrive and supplies in their land. A few small gun fights break out in major towns, most of them won by the Corvisian army, but this gives the world more of an indication as to where the people lie.
The Emperor addresses the world denouncing the Franquebecois for their involvement in the bloodshed "The Franquebec king supplied the small minority group of misguided rebels in order to cause instability in our empire. The king has shown his true colors. He refuses diplomatic solutions, and is now causing bloodshed in his own people." He calls on the nations of the world to take action against the Franquebec aggressors. The overall French people in Tourraine are against a war between the two nations, and are mostly eager to pursue diplomatic solutions between the two powers.

Officials under the Ministry of Public Affairs begin delivering speeches in various towns of Franquébec, delivering an official stance to the people in an attempt to further build government support over the situation in Touraine. Many are quoted saying stuff such as... "The Tourangeaux must fight against the empire's chains the same way we did, the same way the french in Cubonia did, and the same way the rest of Western Ponthieu did at Avignon," referencing to the Council of Avignon, which declared the independence of many subjugate kingdoms from the Empire.
The Ministry begins cracking down on media that are strongly critical of the Franquébécois government. However, articles and other media that take a more modest approach are not bothered by the government.
When officials were asked if the country is on the brink of war, they spoke of preventive measures. "If the country does go to war, it will be on a provocation from the Empire. Any military exercises in southern Franquébec are purely defensive."
Rumours circulated that the government received an offer to buy Ag Wenn mercenaries - though no officials have made comments on the matter.

The Emperor of Corvis addresses the nation in a public speech about the current situation, clearing outlining the aggression of Franquebec and their refusal to make diplomacy between the two nations. One clear statement stands out in his speech "A few days ago, we intercepted a Franquebecois supply train heading towards the occupied territory of East Tourraine. We captured them and interrogated them and they revealed their motives and what they were set to do. We will not stand for this. They are supporting illegal terrorists within our country to destabilize us and destroy our nation. We will act to prevent that. Mark my words." The speech is printed in newspapers across the empire, and in the vassal states.
A telegram is sent from The Emperor to the king of Franquebec demanding that "(The King of Franquebec) will severely demilitarize the borders between Franquebec and our vassal states. (The King of Franquebec) will cease all support of the illegal rebels within our country. Diplomacy will be opened up between our two countries and begin to meet with our diplomats. If you do not comply with our demands, further actions will have to be taken. You have broken international honor for far too long and your aggression will no longer be tolerated."

The Cubonian Emperor supports the Corvusian Ultimatum, making the statement, "Franquebec has clearly broke international honor by committing this act. He is acting as an unlawful aggressor" continuing on for a while speaking on how such actions by the french nation can't be allowed to continue, "We stand with the Corvusians with this Ultimatum."

"You may have influence, but never will you influence those not under your banner. It is a folly to believe otherwise." said Isaac Brunt, Head Guildmaster of Ag Wenn. Comments on the other aspects of the treaty are carefully omitted.

The High Chancellor of the Reichsenaat Fürst Einhardt von Wettin drafted his support behind the Western Corvis Ultimatum, "The actions of Franquebec in funding rebels is abhorrent for any civilized nation of the great family of nobility and chivalry we must share in. One cannot simply hope to overturn legal agreements between powers by such vicious force, we must turn back and engage in diplomacy so that the blood of brethren not be spilled for the sake of a few radicals."

Emissaries were sent to all over the world in hopes of gaining support against the Empire. Success was mixed, but many decisions were made during the visits that may have more long-term effects than short-term.
Ignoring further possibility of generating further tension by fully mobilizing, all reserves are called upon to bolster the borders as temperature has reached an all-time high. Exercises have stopped as men on the frontline are required to be on high alert. Military radio operators are waiting to receive messages from their central command unit if war has been declared. Military readiness is equivalent to a modern-day DEFCON 2. Villagers living on the dispersed highland hamlets have been urged to evacuate.
Without extensive espionage operations, the public and other nations are unaware of where troops are stationed and how many.
A telegram is sent to the Emperor. "The rebels are no longer receiving Franquébécois supplies. Any supposed operations have been shut down. We are willing to commence diplomatic talks, but refuse demands of demilitarization. I hope you understand that war is not in our best interests." The nobility fears that, as ultimatums go, any plea for peace would be futile.
The railway running through the nation connecting Cubonia, Franquébec, and Prussio will likely be closed at the borders in the interests of protecting the people.
