The Grand Palace
Dignitaries and world leaders from every corner of Corvus, objecting to the Empire's demands and occupation of it's vassal have come together to propose a solution to the crisis in the Vensuovanian capital of Rōma.
The city itself was ancient, but wasn't without it's beautiful architecture. Once the heartland of an ancient and successful great Empire, it's retained many beauties of it's ancient imperial past. From an age-old Colosseum to ancient forts and tight streets built on top of hills, it was truly a marvel and a trademark of western civilization.
It was a warm, dry Summer afternoon in Vesnuovania. Some foreign tourists seen marveling at the sights.
The conference was to take place inside the imperial palace, a marvelous mixture of marble carvings of past Vesnuovanian triumphs of history, and concrete and limestone pillars. Ancient art from the renaissance period of history dotted the walls, easy to recognize the works of world famous painters. In some of the palace's courtyards, tall and green trees sprouted out of the ground - ponds and artificial lakes a favorite of the royal house.
Large glass chandeliers, statues and polished wooden floors all customary. Servants and maids alike occasionally seen moving about the large halls of the building, going about their duties humbly.
The conference hall, a spacey room as beautiful as the rest of the palace. Boasting a large amount of comfortable chairs, and a well crafted wooden conference table.

Dignitaries and officials from non-aggressor states involved in the crisis who wished to participate arrive from around many corners of the world whether it be by rail, ferry, car, or a mixture of vehicles. (You don't need to post your arrival...)
The Minister of Foreign Affairs, Gilles Duceppe, representing the Kingdom of Franquébec, makes his case.
"This crisis is the primary issue within our realm of foreign affairs." he begins. "Simply put, we are experiencing the rallying of troops south of our border. Subjugate or not, King Moulin is being occupied in accordance to a treaty I very much doubt the legitimacy of. It is in my heart and the heart of all French people that the French be ruled by themselves - not by an emperor seeking to reclaim what once was. I believe we must listen to our hearts and minds and not to the words of a... king... who wishes to defend his own people but simply can't." -- A noticeable reluctance in uttering the monarch's position.
"If I continue to let happenings such as this arise near my borders, soon it will be within my borders. That applies to any nation unlucky enough to face the influence of this jaded emperor. We should convince the Empire to dismantle any so-called treaty and allow the king to operate his realm as he pleases."

A stone-faced, calculated and sharply dressed Wennic man with curly red hair takes the stage in representation of The Protectorate of Ag Wenn. Isaac Brunt, head representative of Ag Wenn, has arrived.
"I agree with Franquebec on several matters. Firstly, all should consider the possibility of secondary intentions to seemingly innocuous actions, such as occupying a territory on the border of another country. I believe that Franquebec's response of mobilization should not be taken as an aggressive act. Furthermore, I believe it is in the interest of all peoples to acknowledge that autonomy is an important right for a nation to have--a larger empire should not have the right to deny it. We should not live in a world where the large prey on the weak, where prosperous nations erroneously assume that all others wish to follow in their stead. This does not mean that the people of Ag Wenn believe Torraine should be independent. Rather, the protests of the people should be heard, rather than met with the unrighteous hand of the Empire's troops. Do not silence those in need. They speak for there is injustice afoot, and all injustice must be extinguished in favor of solidarity, strength, and complacency. Only should the people of Torraine be completely free of the Empire's sovereignty if that is what they formally wish. So far, neither the people nor the ruler of the land have made such a severe claim. Recently the Torraine have clarified that they mean no offense or aggravation--it is important that our peoples understand this. In short, I wish for the Corvisian Empire to take heed of the requests of its vassals, and I see little reason why it cannot be done without violence." After speaking, he wipes his forehead of gleaming sweat, letting out a quiet breath. His guard looks at him with concern and reaches out, to which Isaac waves his hand, apparently shooing her away.

Her greatness; Comondanteliska Dragonovla Svetlinka. Sends her Military Advisor for settlement on the debate.
" Like it or not; this is a direct violation of the rights of the people and of the Emperors vassal's goverment. While a neutral nation; Starfonia advises a cease and desist to these actions to further agreement and cooperation in the region"

Duceppe seemed in disagreement as Brunt, representing Ag Wenn spoke of "not silencing those in need." Regardless of those words which would be never uttered in front of officials back home, he thanked the representative by nodding along as he finished his segment.
Afterwards, he gave a respectful nod to the military advisor of Starfonia.
"To resolve the problem, and to ensure that the authority of disgusting treaties such as this one remain in check, I find it necessary that we do not recognize its contents. I suppose, in any case, Tourraine should remain under their imperial authority."
He continues. "Following this, we expect their troops disengage from the occupation, their understanding that such a treaty should remain invalid in this time, and I would cancel the embargo we have imposed. Until the day comes, those who have not restricted trade to the Empire, I implore do so."

The Cubonian diplomat spoke up a face of distaste and disgust on his face as the diplomats spoke. "This is a direct violation of the rights of the Corvusian Emperor. They are his by law Vassal state, and the current reigning monarch of that Vassal has apologized and stated that he was in the wrong and will continue this treaty." As he spoke he seemed to get more and more riled up, "He is fully within his rights to invade, and you people have the ill sense to fight against him for self gain."

Brunt replied sharply and quickly, "There is little doubt that the Corvusians have a right to administrate their land. If they wish to enforce the aspects of a treaty, however, they should not march soldiers to the land and bully them into submission, as Empires to often do. The year is 1910--we exist in a golden era of humanity. Shall that era be defined by unarmed peoples running in fear as fire breaks from the muzzle of rifles? We no longer live in a world of predator and prey. We must learn to communicate and exist in harmony, unfettered by the temptation of violence. As our own Guildmaster Erwanna Argd Masonn said many years ago amidst a turmoil in our nation, 'We must come to an agreement. If all come to an agreement, simply, there shall be no disagreement.' We need to come to our agreement--and I propose, simply, that we, including the Empire of Corvus, come to an agreement of peace. In totality, all I ask is that we acknowledge that sending troops to enforce law when diplomatic discussions would work just as well cannot be prevalent in our modern society, lest we collapse."

However sending troops into a region as a show of force to a disobedient vassal state is a natural thing of do. It would be the equivalent to raising the National Guard in times of riot. As far as I and the nation I represent have heard, the Troops have simply been occupying the land to keep the peace and show the Vassal King that such disobedience will not be tolerated and from where I stand that is a practical and just way of doing it." He scoffs, continuing, "It's not as if they simply marched in and started murdering innocents."

Perhaps, yes, the abrupt nature of their accord's cancellation is unnecessary. But there was no violence. The citizens were not ordered to inspire violence or to use their rage to cause any form of damage. What they did was an act of protest, to be respected, not shunned, nor treated as disobedience. It is critical that we as world powers understand the difference, do you not think? I understand, perhaps, my words fall on ears that are not willing to accept it, but the true power of a nation blossoms when its people are given choice regarding the matters of governing. When the voice of a suffering person cries out, it is the Wennic way to lend an ear, not to stamp into their homeland and demand that they quiet themselves."

"That way does not work and that is a fact of life. We do not live in a world where the people will simply fall in line because they asked nicely, nor do we live in a world where people understand why such things as treaties exist." He straightened his coat for a second, taking a breath as he continued. "It is folly to think that they would have simply nicely stepped into line if the Corvusian Emperor had not sent troops as a show of force. It is wrong and pretentious of my fellow nations to pretend they would not do the same and most of all it is ridiculous that educated men such as ourselves would believe the people to simply fall into line with a warning." He stopped, pausing for a second and finished with. "Once again, his troops have done no wrong to the people, and he has broken no laws or done anything wrong."

It was not my intent to imply that the protestors would just stop due to warning. I ask you instead to consider taking heed of the meaning behind their protest. Obviously, the people of Torraine broke the treaty for a reason, no? In this discussion, that purpose is irrelevant, but what is relevant is that there was, most certainly, a message. Have we heard it? Has the Empire had discussions on why the treaty was broken? Does anyone in this room have any idea what they were trying to say?"

"As we are reaching further away from an agreement rather than closer, I am withdrawing myself from this conference."

The Vesnuovanian Prime Minister watched on in silence as he watched the member states bicker at each other, he pinched the bridge of his nose. Before standing slightly. He looked on in complete distaste as the Franquebec diplomat upped and left, shaking his head adamantly in disapproval.
"Gentlemen, this conference has gotten us nowhere. I think it is time we respect the way the Corvusians have handled this, and so Vesnuovania will be stopping her trade embargo on the Empire. For now, we must respect the legal status of Tourraine - and they are a vassal under the Empire. Nothing we can do here can change that, at least not diplomatically. And I for one don't want to send my men to die in German lands over a dispute on the other side of the region."
He looked around at the remaining delegations.
"However, Franquebec raised a good point in their letter asking to open discussions - and that was that they were afraid the Empire would trample on their sovereignty, vassalage or not. We must always remain vigilant during Germanic aggression."
He clasped his hands together, "I think that concludes discussions. You may stay a while if you so wish, we are always eager to our guests. I, however, must return to my duties."
He offered a slight bow to the inhabitants of the conference hall, before straightening his tie and walking away.

The Cubonian diplomat gave a respectful nod to the Prime Minister as he retired, giving a word of thanks to the man. Approaching the Wennic diplomat he struck up conversation, "You spoke well for your case, although I disagree with your radical viewpoints of the subject."

Isaac stood carefully, as if he was planted in a bed of eggshells, and turned to his guard to whisper a quiet note. His gaze shifted to the Cubonian as he approached. He offered a firm handshake and responded to him. "I believe at least a little bit of radicalism is necessary for progress," to which he barely chuckles, and then, "I was a tad too, eh, fervent, however--I got off topic. All I believe in relation to this situation is that the Corvusians simply need to discuss their problems instead of force them to go away. It's, eh, sloppy. Too many loose ends crop up, don't you agree?"
