The Prime Minister looks over the maps, and begins to speak. "I believe that the people of Franquebec, regardless of their preferred plan for action, sympathize with the refugees escaping conflict in their homeland. I also understand..." looking over to Presidente Eduardo Sergio, "...that our current efforts in our active peacekeeping operation in the west can be improved." Minister of National Defence Harjitte Sajanne takes over. "Following repairs, recuperation, and restoration to effective capacity, we are willing to invest CF-18s to bolster our peacekeeping force and cut off supply routes. This should cut down the duration of the operation, effectively saving lives, and resources."
The Prime Minister continues. "Due to our proximity to the region of Northern Rus, we are willing to establish refugee camps within Chernovrosk and Gladitoria, if they accept, and within the province of Northwestern Ezic for refugees escaping to the peninsula through the river. The Slavic refugees pose little threat as opposed to the warlords fighting for control, seeing as the situation does not relate to extremism. These refugee camps should ease the impact on our neighbours, but right now, we do not see any necessity in transportation to the mainland."
"If an international task force were created, we would be glad to provide stations for naval transport and otherwise with our modest Ezic Sea fleet."

Osman Kaus shook his head slowly. "We agree that the Northern Rus and Cenzen are areas of concern, and we all do need to act to rectify the situation. We have a worldwide refugee crisis. Economic and political instability in the Slavic world, from the Northern Rus to New Istanvania to Chernovrosk, is pushing people out. Now, we do not agree..." Osman paused, looking at the other delegations for emphasis. "And by we, I speak for the Khartumian delegation, always, so we are clear. We do not agree that your sympathy is enough, nor just international military aid."
"Aiding the refugee crisis is a worldwide issue, and every state should share its responsibility. The refugees from Istanvania, the Northern Rus, and Chernovrosk, should be a burden shared by all states. Now, while you do not have to give them citizenship, you should agree to provide them aid, and to give them temporary residence, at the very least. There is a need of transportation, because it is your issue, just as it is ours. If there is 'little threat', than this should be no problem."
"Now, with Franquebecois military threats, you may understand why we might not be comfortable with Franquebecois flags waving in the CCTO. The proposal of camps is redundant, with camps already existing created by both the IRSF and the Gladitorian government. Now, you proposed an International Task Force. I see little difference to funneling aid funds into a non-governmental service, like the International Red Star Foundation, so that the flags flying are non-partisan and international."
"I'm curious, however, as to why the Franquebecois are so... eager to involve themselves in the Northern Rus when they protested the involvement of other states in Chernovrosk. I do not wish to throw the idea of an International Task Force in the Northern Rus out the window, but I do believe it issued significant protest at that time, yet there has been no recent tie of any state of WEST to the crisis. If you would be so kind as to elaborate your concern, Prime Minister?"

The Prime Minister replies, surprised by the statements. "Well, the collapse of Northern Rus was not anybody's fault except for the leaders that failed their country, and on the behalf of the people of Franquebec and Talamh Dair, pressuring us to do major actions to support those in peril when no other government has formally gone through with any action as of yet makes us feel as you're trying to deflect the world's responsibilities onto the United Kingdom. Chernovrosk, upon being incorporated into WEST, a gesture formally extended by Franquebec specifically, has already seen improvements in communication and communist rebels have been wiped out within their nation. We believe that Chernovrosk is improving rapidly, and the United Kingdom has done a lot to support, and will continue to support, the Chernovroskis. Your comment on attempting to avert foreign involvement in Chernovrosk was based upon the Ayuinid Convention, so that has no relevance in this discussion. Perhaps you should let go of every little blip in history that you can blame on the United Kingdom, and focus on what we can do to fix current situations. All in all, we do what the world expects of us, not what your government sees fit."

"If any International Task Force were to be created, in the intervention in the Northern Rus, it would lead to eventual conflict if the states here cannot accept others working with them, as happened in Chernovrosk."
"Now, tell me, Prime Minister, if this Task Force were created to handle the Northern Rus, would you be able to work side by side with the states you have attacked over these years? Will you be able to work side by side with Walff?"

"Seeing how the combined forces of CCTO have by far a much larger force than that of Franquebec it would be seemingly unnecessary to deploy any Franquebecois forces whatsoever. It seems that much like in the Chernovroski conflict that the old Generals atop Franquebec's command structure are once again trying to get another victory under their belts while riding the backs of foreign armies. Our diplomates are currently planning a meeting back home to deal with the problems in Northern Rus and I can assure you that Franquebec's interventionism is not welcomed, their history of flying in to claim a victory and then bearing none of the weight of reconstruction is not needed in the Russlands. In fact if there were any hope for a cooperation between Walff and Franqebecois soldiers, would they listen to our veterans? The green-faced rookies you employ as common infantry have hardly faced a battle so far, save those conflicts of drowing off our coast or supporting the front in Cherno. If Franquebec truely wishes to fight a battle so much after pandering 'peace an prosperity' for so long I suggest they go fight the Hamonese, at least they'd be helping."

The Emperor scoffed at the Walff remarks, smirking a bit. "I seriously doubt these Warlords want anyone's 'help' in Northern Rus." Philippe paused for a second, gathering his thoughts, "And besides that. why in the world would we take the marks of a Walff Colonel as our basis for future operations." The Emperor adjusted in his seat, drawing a folder from the satchel under his desk, "A task force is necessary simply for the long term affects of this collapse. It was a surprise to us when the Slav government was suddenly overthrown but their military was on par with our own. It would be silly to presume the southern groups to be poorly equipped rebels. A Joint task force is needed and the best way to solve these diplomatic issues isn't to fling trash at one another but work together in these future operations." the man would pause, taking a sip of water before continuing. "Onto the earlier refugee topic. I'm not sure how I feel about accepting these people into the country, I'd be more then willing to take the southern peoples from the collapsed Slav Figthers area but the northerners are a more...how do you say..rowdy bunch....I'd rather simply give money to the border states to help them pay for the cost of it all."

"If these personal attacks and lies continue, we will find no resolution discussing anything here. Do not ask if we are willing to cooperate when this illegitimate representative is attacking our government out of the blue, and continues to hold our soldiers hostage." The Prime Minister takes over. "These are no longer debates. We came to find solutions, when we've only found more conflicts."
As he ends his short statement, the Prime Minister looks over to Sergio Eduardo, hoping for a return to stable discussions.

The Vesnuovanian President grimaced at the sudden hostilities, having a criticizing look on his face as his gaze darted to the Walff Colonel. He cleared his throat, straightening his tie.
"I didn't realize we were in a school playground." he joked, shaking his head - "Perhaps we should tone down on the diplomatic insults, cooperation is worth more than ego. That goes for all sides."
His attention turned to Osman Kaus, and he smiled, nodding. "Yes, the United Kingdom will have to learn to work with Walff. As was my intention, the.. disagreements are silly, and we must work forward to smoothing them over. I believe that starts with cooperation and mutual respect. Perhaps that could be found in this Task Force."
He shifted on his chair, gesturing toward the Cubonian Emperor.
"You are absolutely right, Emperor Pacheo. It's necessary to help in the long-term, and who better to stabilize these regions than all of us - no? We do want the same thing; to help these people?"
He raised an inquisitive brow, before continuing.
"Personally, I find the Colonel's comments to be absurd. Noone wants to contribute a majority of their force to another nation across the continent. The people don't like those sorts of things. Besides.. why do that when you can work with all of us? Like I said, absurd. Also, I'll have to ask that both the Walff delegation and the United Kingdom delegation keep it civil."

Osman Kaus smiled, folding his hands on the table. "I see no reason that a force organized by the CCTO would do no better than an international force. I do believe that states must learn to cooperate, but I do find it hard to believe when Franquebec launches attacks on media institutions. Not even pre-war Chernovrosk has excersized this level of poor diplomacy."
"I will be open to any aid efforts provided by any state so long as they fly the flag of an international organization, like the IRSF, without diplomatic ties to one group in particular. That is, with the exception of the state of Franquebec, who I simply cannot accept because of its record with diplomacy, threats, and inability to cooperate. Even Walff has managed to cross the divides and work with Cubonia in peacekeeping operations in Ezic. I have no reason to believe that Franquebec in Istanvania or the Rus would do anything but breed further conflict, and will continue to do so until Franquebec gives me a reason not to."

Subotai Erbakan, the Minister of Defense, cleared his throat to speak his own voice. "I cannot see a reasonable possibility of cooperation in the field if we cannot cooperate on any other issue. Until then, if the powers assembled do believe that the refugees are not relevant to them and thus will not be accepted, perhaps only the states who are willing to deal with the consequences of an invasion should participate. If you cannot accept the refugees, then the answer is simple. Do not involve yourself. This is not your issue."

Osman Kaus sighed. "And so can the issue of Walff, Prime Minister. Except we have far more issues here than you. Insults. Threats of war. Now, if you'd truly like cooperation, and if you'd like to lift the sanctions, I'd suggest you start agreeing to some of the proposals. If not, there is nothing further we must discuss with your state, and we can get on with the other states and negotiate something without your state. I have no reason to be concerned over the state of your economy."

"Well, to be fair, Walff just clearly stated their intention of keeping the Franquebecois POW's as leverage. They should be handed back and not used for political leverage, it's the moral and right thing to. Demanding an apology? That's petty and unrealistic at this stage, Walff needs to learn to work with Franquebec before Franquebec learns to work with Walff. The apology, should, come in time. Not right now. I believe a fair deal would be the sanctions lifted for the POWs back."
He leaned back in his chair, glancing from the Franquebec delegation to the Walff. "Does that sound fair? Or perhaps I'm missing something, since an agreement was already met."
He waved a hand, dismissing the topic. "CCTO has sufficient forces, so does WEST. So do independent states like Vesnuovania or Cubonia. The question is; who cares? I believe that CCTO and WEST should cooperate on matters like this, it benefits the whole continent."

"I believe Walff has already offered to repatriate the POWs, now, with the beginning of real diplomacy, although with some caveats, including offering them citizenship. At no point did he make a statement indicating that he would keep the POWs."
"Now, I think I can speak for my nation and for many of my allies that, given the continued attacks on the character of our nations, threats of war, and sanctions held for no reason until conveniently assigned one today, that I do not want their boots, their goods, or their money on my soil until an apology is solicited for their medieval forms of diplomacy. Until then, I have no reason to believe they will cooperate with us. They have not even agreed to consider even one of our demands."
"Now, Presidente, I must thank you, for your nation is a shining beacon of civility in this chaotic world."
"We can agree to cooperate to provide aid to the Northern Rus. I will more than happily oblige for any state to perform their duty to the world in providing services and shelters for refugees. That is, with the exception of Franquebec, unless it considers our demands."

If I am to even to consider the idea of establishing a Joint Task Force, it must be done so under the understanding that our states share responsibility for the entire world's security. I understand some nations here have a problem with this idea. Still, I would be uncomfortable with even a token force peacekeeping in my hemisphere if the nations of the world do not give mine the same right in another's hemisphere, let alone my own."

"I am Princeps Iuventutis Agustus d'al Phillipus, Lord Commander of the Germanicus Regiment of the Gladitorian Regular Army and XIV in line to the High Throne of Gladitoria. In this regard I serve at my father's instruction to speak on Gladitoria's position on issues we deem to care about", the young man said standing from his chair. He stood a moment straightening his uniform before continuing. "The Northern Rus problem is a problem but primarily one for Gladitoria. The other most affected nations, being Chernovosk and Istanvania, are unable to commit the pressure to fixing this problem effectively. However, Gladitoria can fix this problem and I suggest this solution to do so", he said staring at the assembled delegates for a moment each before continuing.
"You all have some sort of issue with each other", he began, "economics, religion, war crimes, ethics, blatant disregard of polite manners." He looked at the Walff, Franquebecois, and Khartumian delegates in thst order for emphasis. "The fact is, Gladitoria is close, has the resources, the resolve, and many reasons to step in to solve this problem." He laughed for a minute, "Allow us to step in and peacekeep in the area and defeat the warlords and help a proper form of government be established." He leaned for a moment on his chair thinking before finishing, "If you wish to help setup aid stations in the two worse off nations Cherno and Istan to help refugees. You could also send scout craft to provide surveillance for our forces, but please do not force men who haven't been personally affected by this problem be sent to a distant land and suffer."
He bowed slightly to the Vesnu president, Cubonian emperor, and then the Sultan of Khartoum in respect to their ranks before sitting down to signal he had finished his piece. The older gentleman began to whisper in his ear as he did.
