Attending States Vesnuovania, Host Franquebec Gladitoria Walff Cubonia (possibly) Khartumian Vollogda Montérégie
The agenda: - Help repair relations between East and West, mainly between Walff and Franquebec
- Figure out a way forward with international cooperation and the end of a pseudo-Cold War before it "begins"
- Peacekeeping operations into the fallen Slavic states
- A solution to the strait crisis that Franquebec has brought to attention
- Walff war crimes
Following the recent breakdown of relations between nation states on both East and Western Corvus, the nation of Vesnuovania has to decided to call a conference, inviting anyone who wished to attend (although they must represent a nation) to discuss and iron out these issues, and to work out an international action plan for going forward into the future. President Sergio Eduardo has made the preparations for the conference to be held in the prestigious Vesnuovanian palace - namely, the conference hall - a former benchmark in architecture, now just a relic of the nations' imperial past.
It was a day like any other in Vesnuovania. Warm, humid - and not a cloud in sight. However this particular day was a special one for politics - the colossus of nations that were Franquebec, Walff, Khartumian and Cubonia; gathering together once again for the first time since The Ayuinid Convention. Security was heightened for this day, with the Vesnuovanian military and national police units roaming the streets and setting up roadblocks in the path of high value areas.
The world leaders and/or delegates would soon land at the New Barcino International Airport, to be escorted by their personal security to the Vesnuovanian Royal Palace. A massive, stone building that seemed to be extra white in the sunlight. Inside, it was quite the sight, with polished marble flooring and historical and expensive works of light lining the walls - along with Catholic religious symbols to note the formerly imperial nations zealous and religious background.
Then, there was the conference hall - a massive thing, with seats circling all the way around the conference table - possibly for spectators, but they would be empty today. Then there was the table itself, polish wood lined by slick, leather chairs - there was plaques on the conference table donning the name of each attending nation, assigned seating. There was Cubonia, Franquebec, Montérégie, Walff, Gladitoria, Vollogda, Vesnuovania and finally Khartumian.
(you may roleplay your characters arriving, though it is preferred if you not. I will not object however, I just ask you put the arrival in the country and the arrival to the conference in the same action to speed up time)

The Emperor sat upright, his hands locked together and in his lap as he sat, legs spread apart in his own chair at the conference room. He had no real expression on his face, but it looked to be on of boredom. It had been realized in the last couple months that the man was not very happy with the failure of the Franquebec and Walff diplomats to make peace and as such was driving his patience for the matter thin. Going into his early thirties now, the Emperor was still a handsome man. His hair had begun to gray at the tips but still remained the full, jet black head. The mans sharp, blue eyes constantly gazed around the room and would stop occasionally to watch the secretary scurry in and out of the room with a look of amusement in his eyes.
"Gentleman." he spoke in a firm voice, "Now that we're here, let's discuss the solution to this...problem...we're facing." He shifted a bit in his seat, getting into a more comfortable position. "Let's keep this conversation civil and keep the needlessness of political speeches out of it. We're men here not women."

Léopold Durand sits in his chair, glancing idly over at the other world leaders as the conference begins, his body tense and his hands interlaced on top of the table. He looks back at his foreign policy minister on his left, giving him a reassuring nod before the emperor of Cubonia begins to speak, then giving him his entire attention. He seems to be rather young, only in his mid 30's. He has is dressed in a rather nice suit, with his hair combed back. He adjusts his glasses with his left hand, pushing them up the bridge of his nose.
"Which one of the topics are we beginning with?" He speaks in a French accent, his voice firm as he attempts to speak loud enough for the rest of the conference to hear him.

The United Kingdom of Franquebec and Talamh Dair
Prime Minister Alexandre Toutont Minister of Foreign Affairs Stéphane Dion Minister of National Defence Harjitte Sajanne Minister of International Trade Christine Libre
Prominent members of the Franquebecois ministry arrive in Vesnuovania, wearing formal attire native to Franquebec. They're escorted under the Franquebecois Special Forces in a convoy with the United Kingdom's flag attached to the vehicles, signifying their political importance and nationality.
The ministers enter the Vesnuovanian Palace, in awe of the Spanish architecture. They make their way to the conference hall, where the delegation sits according to the arranged seating plan, with Dion to his left and Sajanne with Libre to his right. He gives a quick, respectful nod to Léopold Durand, president of Montérégie, as well as the Emperor, before returning to discuss with his ministers on their personal agenda for the conference.
"Mister Eduardo," referencing to the President of Vesnuovania, "...start us off soon, please."

The Vesnuovanian President, Sergio Eduardo listened as the Cubonian Emperor spoke with the genuine intent to listen. He shook his head at the comments about women, but none-the-less smirked - seemed he took it both ways. He then glanced to the Franquebec delegation, nodding at their statement. He signalled with his hand for them to slow down - glancing around the room, he greeted the Montérégie with a French greeting, before going back to speaking with a woman in his ear.
Workers moved in and out of the conference hall, putting down crystal glasses infront of each seat - along with jugs of water lining the table. They quickly shuffled out of view, allowing the rest of the world leaders to take their seats.

New Barcino, Vesnuovania, Vesnuovania Palace Conference Hall
A young Gladitorian man appearing in his early twenties sat at his reserved area dressed in military dress attire of the Gladitorian Royal Germanicus Regiment. He appeared bored, but sat in a proper fashion and tried to politely listen to the proceedings. He covered his mouth with his gloved hand stifling a yawn.
An older man sat behind him appearing in his mid-50s dressed in a simple business attire. He sighed to himself at the attitude of the young man but checked hinself before scolding him. As the meeting began he announced himself and the young man, "Princeps Iuventutis Agustus d'al Phillipus, youngest of the Royal Ho..Royal Princes and Chief Diplomat for the New Barcino Conference, and his humble aide High Minister of Foreign Economics Theodorius Marcus.
The younger man smiled at the announcement before resuming his serious expression of contempt. He was on a mission to end the stupid Franquebec and Walff affair and the other items his father was forcing him to push. He grimaced for a split second. "Why must I do the tiresome handshaking?", he thought to himself waiting for the event to begin.

Padishah al-Imbratoriya Khartumiya, Sultan Suleiman Suleimaniye, Imperial Minister of Foreign Affairs, Grand Vizier Osman Kaus, Imperial Minister of Defense, Subotai Iyunis Erbakan, CCTO Trade Commissioner, Francois Moreau
A large motorcade composed of large, custom-built vehicles escorted the sizable Khartumian delegation to the conference hall, red, black, white and green pennants decorated with the the four standards of the Empire adorning their exteriors. Chief figures in the delegation included the Imperial Minister of Defense, Subotai Erbakan, the CCTO Trade Commissioner, Francois Moreau, and the Grand Vizier of the Sublime Porte himself, Osman Kaus, who wore tailored gray suits, Erbakan's bald head topped with a red fez.
Much to the surprise of the rest of the world, the Sultan of the Khartumian Empire, Suleiman Suleimaniye, was also in attendance, arriving at the conference hall in the same motorcade. The Sultan, a surprisingly young thirty years old looked far beyond his age, standing tall and handsome, his thick beard and green eyes still a portrait of youth. He was clad in the gaudy white and red of the western military dress of the palace guard. He wore the four symbols of his power, a tall turban containing his burial dress, a wolf's pelt cape, a heavily adorned scepter, and a simple curved sword in a modest ivory sheath.
The delegation proceeded to their assigned seating, two guards holding open the door for the Sultan to proceed in. The other officials proceeded behind him, nodding in acknowledgment to the other gathered parties. Kaus held a warm smile, as he always did. Erbakan's distinctly Asian face settled into a semblance of mild contempt. Moreau, whose physique resembled more the lighter classes of wrestlers than an economist, immediately set about to organizing his paperwork.

The Empire of Walff A Lone Walff Representative Colonel Ian Jackson - WALFF RANGERS
Sometime between the last two introductions a lone Colonel in military dress uniform appeared in Walff's designated seat. When the security chief questions the guards on duty about when he entered they seem confused, none having remembered letting the man in. His uniform adorns the black and red flag of Walff so they assume he is a representative but keep an eye on him. He remains leaning back in the chair using his extended pinkey-finger to scratch the inner regions of his ear. After the introductions of the remaining countries he leans forward with his elbows on the desk in front of him and begins to speak without introduction.
"So we're glad that Walff itself is a topic today, why don't we start off with that and just get it out of the way?"

Sergio Eduardo offered a nod to the arriving Khartumian delegation, a look of surprise entering his face once the Sultan was spotted. Nevertheless, he took his seat again as they walked in and took theirs. He watched the rest of the delegations with keen eyes, though he obviously did not quite understand why an official member of the Walff government was not representing them. Nevertheless he extended a hand out forward to gesture toward Ian Jackson. "Alright, the war crimes I presume. Let`s get started then, Franquebec - if you´d like to speak?" he turned his attention to the Franquebec leader as the topic was started. "And keep it civil." he added, smirking slightly at his playful jab at all the harsh words that have been exchanged in the past year.

The United Kingdom of Franquebec and Talamh Dair Prime Minister Alexandre Toutont accompanied by Minister of Foreign Affairs Stéphane Dion Minister of National Defence Harjitte Sajanne Minister of International Trade Christine Libre
The prime minister, along with those accompanying him, steer their away from Eduardo as he finishes speaking, with Stéphane returning a nod. The prime minister begins to speak, "I'm sure we're still frightened as to what Brewer had in his mind when he decided to invade the very countries that were discussing peace talks, and even further appalling the fact he was hosting those talks. Fennodesia likely still exists to this day only because me and the Emperor intervened when we knew that, while it may not have been a war crime, it was most certainly a crime of aggression, which I would consider just as appalling. Whatever justification Brewer could sum up is worth nothing if we let citizens of Corvus believe that countries can freely invade when they feel like it, even during times of coming peace."
Following Toutont's quick speech, a WEST delegate with Vesnuovanian features, likely a representative of WEST for the nation, quietly enters the room. Seemingly having passed the guards stationed outside the doors, the guards within the room are averted from questioning the delegate's presence. "Sorry..." he mumbles, his accent being a mix between Vesnuovanian and French. He steps over to Sergio Eduardo, passing him documents that reek of suspense...

The President looked slightly puzzled - even turning on his chair to get a good look at the WEST representative. Nevertheless, he mumbled somethings along "take a seat" as he gestured toward the seating that surrounded the conference table - the representative then shuffled off, sinking down onto the seat.
President Eduardo took the document, his eyes idly scanning his fellow world leaders and their delegations before he licked his finger, flicking the document open - he quietly read it over, a look of disapproval growing on his face as his gaze went to gave a criticizing look to the Walff diplomat. He sighed, putting the document down - he then stood up, allowing his voice to be carried across the room.
"What was just shown to me is not only disturbing, it is a crime. I doubt that that this was staged, and we don't have the technology to forge this - forgive me bluntness, but this is a disgrace. However, I am not a mediator in this argument, nor am I a judge - leave this to the courts, I feel that this is substantial evidence of human rights abuses and warcrimes, the absolute appalling treatment of these POW's by Walff hands."
He slid the document across the table to Cubonia, the images of beaten and bruised captured Franquebecois armed forces members by Walff hands.

Padishah al-Imbratoriya Khartumiya, Sultan Suleiman Suleimaniye, Imperial Minister of Foreign Affairs, Grand Vizier Osman Kaus, Imperial Minister of Defense, Subotai Iyunis Erbakan, CCTO Trade Commissioner, Francois Moreau
Osman Kaus stood up stiffly, looking across at the Franquebec and Talamh Dair delegation with a hint of disdain concealed by his generally warmer features. "Every nation here has noted that the situation in Walff must be investigated and any criminals should be judged for their crimes. I'm sure the issue is that after two years, your officials still have not even agreed to sit down at a table with a representative from Walff, let alone proposed a way in which the state can be judged. You realize that it will be impossible for an agreement to be reached without negotiations, correct? We've offered to sit down and talk this through civilly, but you've instead threatened war and insulted figures of state and members of the media."
"It's in the best interests of states to follow the rules of the law, but part of the law rules that a state should be treated as innocent until proven guilty. Walff should be held accountable for any crimes it has committed, but a suspicion, and in modern diplomacy, an accepted and duly punished verdict in response to accusation of the crime has never justified excluding a state from diplomatic procedures or refusing to negotiate."
"If you'd like to take the nation to an international court, form one we can all agree with. But cease using Walff as a scapegoat for your own aggression, verbal assaults on media and sate figures, and intransigence. Entire negotiations, peace processes, and the economics and safety of the world should not be halted because one nation cannot muster the heart to sit down at a table."

The Emperor raises an eyebrow in curiosity, although his face remains expressionless at first. Taking the papers he opens the folder, his hand stopping as he sees the photos. At first his face remains calm, and unchanging but the quick flash of heated anger is seen across his eyes and his jaw tenses up, bulging a bit. He takes a deep breath quickly, glancing up at the Walff officer before looking back down at the papers and reading them.
Finishing the documents, he sits back adjusting himself. "This is.....this is.......I am at a loss of words." He then quickly slams his hand down onto the desk, rising quickly as the anger of it all hits him, "WHAT IN THE NAME OF GOD HIMSELF IS THIS!!!!!" he shouts accusingly, his composure lost at the site of seeing his countrymen pcousins being treated in such a manner. "Cubonia. Will. Not. Stand. For this." The Emperor relaxes, letting out a deep breath as he contains himself once more. "I want to see the government placed on trial at an international court. I want these men released and payed tenfold for their brutal treatment. I want the military officers who knew of this, ANY and ALL of them, to be placed on trial and court-martialed. This is a blatant disregard of human rights and directly violates Rules of Engagement and POW treatment. I'm sick to my stomach at the sight of this madness."

"Then create a court. Unless you believe Walff will do this on its own, right now. I'm sure we can all agree the contents of those documents may provide evidence of crimes, but raising our voices about it and refusing to go about a solution diplomatically, is, frankly, not going to get us anywhere," said Osman Kaus, sitting back down in his seat, members of the Khartumian delegation taking care not to stare as the Cubonian emperor flew into a fit of rage.

President Eduardo frowned at the outburst, pinching the bridge of his nose as the Emperor caused a scene. He sighed as he gestured toward Kaus. "Well, a court has been set up. Hopefully, this issue can be resolved quickly. However, it wouldn't be fair if we didn't allow the Walff delegation to speak."
he gestured toward said delegation.
"Colonel Jackson, any words?"
